When it comes to bridging the digital divide and bringing connectivity to underserved areas across the United States, the Broadband Equity, Access, and Deployment (BEAD) Program sets out to do just that. The BEAD program represents a crucial opportunity for Wireless Internet Service Providers (WISPs) to expand and improve their networks.

This guide aims to help readers better understand the BEAD program and the process of applying for funding. It provides insights into the allocation of state funds and appropriate contacts to connect with to begin the process.

Understanding the BEAD Program

The primary goal of the BEAD Program is to ensure that all Americans have access to reliable and affordable high-speed internet, particularly in areas where connectivity is currently lacking.

The program specifically targets:

  • Unserved Areas: Regions with no access to broadband service at speeds of at least 25 Mbps download and 3 Mbps upload.
  • Underserved Areas: Regions with broadband service below 100 Mbps download and 20 Mbps upload or areas where the service is unreliable.
  • Community Anchor Institutions: The Federal Communications Commission (FCC) classifies these institutions as schools, libraries, healthcare providers, community colleges, public safety entities, and other community support organizations.

Being a WISP, you can benefit from this program by applying to upgrade your infrastructure to expand your service areas. By securing funding from the BEAD program, you can ensure you have the resources to improve your network and meet the growing demand for broadband connectivity in your coverage areas.

Opportunities for WISPs to Obtain Funding

The BEAD program can offer substantial financial support for WISPs through grants that can cover a significant portion of broadband infrastructure deployment costs. These grants have been designed to help service providers invest in new infrastructure like broadband towers and wireless site components, upgrade existing networks, and expand service areas to reach new, underserved communities.

Funding Allocation & State Broadband Office Tool

Connecting with your local state or territory's broadband office is crucial in pursuing funding through the BEAD program. We've created a helpful tool below to assist in this process. Below, you will find a dropdown menu to quickly locate the contacts for your local state broadband office. These offices will serve as your primary resource for the support and guidance you need to navigate the BEAD program and application process.

Selecting your local state or territory will redirect you to the "Internet for All" website. This helpful government resource provides up-to-date state funding allocation data, local and federal contact information, and much more about the BEAD program and other government initiatives aimed at expanding high-speed internet access across the United States.

Application Process for BEAD Funding

Pursuing BEAD funding begins with researching your organization's eligibility for the program. The BEAD program primarily focuses on projects for "unserved" or "underserved" areas, as defined by the speeds mentioned above and variables. It's critical to confirm that your project meets the specified criteria.

After this, you'll need to develop a comprehensive project plan that includes:

  • Areas: Identify the specific areas you plan to provide service to.
  • Equipment Needs: Detail what equipment and infrastructure is required and include costs.
  • Timeline: Ensure you set clear milestones and deadlines for the completion of your project.

As you prepare your application, you will need to ensure your application clearly explains how your project meets the objectives of the BEAD Program, emphasizing the benefits to underserved communities and your technical expertise in executing and ultimately delivering high-quality broadband services. Your local broadband office will be a comprehensive resource, offering guidance and helpful assistance for this process.

BEAD Eligibility Technical Requirements

There are a series of highly specific, as well as broader technical requirements of the BEAD program that need to be taken into account and will serve as a critical part of your application process. These include that the project must deliver service with speed minimums of 100 Mbps download as well as 20 Mbps upload, with a "sufficiently low" latency to allow for functional, real-time applications.

We recommend reviewing the specific text in Section 60102 under "Grants for Broadband Deployment" in the deployment and provision of service requirements area to gain a more in-depth understanding as well as consulting your local state or territory broadband office.

Understanding and adhering to these technical requirements is essential for creating a successful grant application and ensuring your project's eligibility for BEAD funding. After submission, it's vital to remain connected with your local broadband office for application status updates and further guidance.
